Wondering if it is always on or only during special events.

They seem to use PVP and Faction PVP interchangably.

Reading the whole release notes sounds like Faction PVP is at those 2 places, so you can be neutral (blue dot), so, does that mean those colours only apply in faction PVP on events? but not the events in PR, (Guild PVP??) where everyone is attackable?

confused!
