Well, they did implement it so you can run away from mobs now, and in plenty of high level areas there are huge stretches of herbivores and non aggro. such as the majority of Void or most of Loria. You seem to be saying that the current high level areas should be harder/swarmed with aggro?

The devs seem to want us to be able to level consistently if that is what we like, thus the introduction of new high level herbivores sometime in the next few months, so I still can't see a problem with taking land as it exists in game and changing around the mob types and levels, adding some story and novelty, and applying for it to be hosted as a persistent outland.
