On a hill overlooking Yrkanis, Suibom talks with another Matis he has come to call a friend:

"Warmongery!" He spits the word out as he peers around the hill to make sure they are alone. "We cannot let such words blind us. We are Matis, yes. Loyal to our King and loyal to Jena. Loyal till blood has been boiled and bones ground to dust. Loyal even after that. But I have heard neither our King, nor Jena's Guard, state their intentions. I fear for the health of our King. These words I hear sound to me like the stories of Jinovitch." Again, the word is spat out. "Those dark days cannot return to us!"

"I do not feel I can trust all our kin, and I do not know exactly who I can trust aside from King Yrkanis and Jena themselves."

Jelathnia sat at the foot of a tree, her head resting against its bark as she stared up into branches, which were adorned with spring blossoms. Nearby, her loyal mektoub mount stabbed at the ground with its trunk, foraging for edible roots.

She was pondering a journey to another land. She doubted she would be welcome amongst her own race much longer. Her face was tatooed with a design she felt to be symbolic of the Kami, and with the increasing hostility of the Karavan and their followers against the Kami, she suspected traitors would sooner or later be singled out.

She had first thought to go to the lake lands, as they were fairly close. But the Tryker were allies of the Matis.

But after the announcement...after Yrkanis's talk of conquest...the Tryker value their freedom...if it comes to it and they break off their alliance, Tryker towns may not be a safe place for a Matis...and besides, they follow the Karavan...

Jelathnia did not want to go to the Burning Desert. She did not like heat as it hindered her ability to fight, and a place so barren of the sort of trees like the one she sat by now would not be favorable to her.

That eliminated all lands that were close. The only other option was the jungle. The Zorai were followers of the Kami; she would be welcome there. But the Witherings were far away...

She decided that the best option would be to see if anyone else was interested in a trek to the Witherings. The journey would be much safer in a group...

In the meantime, she would continue to hone her skills in preparation for the war ahead...

As am I, looking foreward to paying my dues to the Matis race. The rough desert climate has made us Fyros hard and strong. You will be met on those battlefields with a force of incomprehensible magnitude.

I have many a friend Matis, but when war comes, I will stand vigilant for Fyros.

I must admit that there some odd aspects to the announcement.
The first two are:
Who is Lady Lea?
Who is the true ruler(s) of Matis?

I am not a student of Matis rulers, so fell free to enlighten me on that.

For Yrkanis to be named as part of the proclamation is a very puzzling.

Seen from a personal aspect:
Yrkanis was saved from kitins by Leng Cheng-Ho (2493).
Been in exile in both Tryker and Zorai lands (2509-2512).

As a man of worth and power:
Fought alongside Trykers against Matis military (who for most part joined his side) (2513).
Signs peace treaty in Fairhaven with Dexton, Mabreka and Wyler (2515).

Especially the last part is odd, to break the break the peace treaty he is in a sense sending signals to all none Matis that they are under attack, which the proclamation seems to support as well.
If the remaining signers of the treaty hold together, and demand peace one can hope that this call to war will quiet down soon, before innocent homins are killed.

If this is put along side the other recent events, one has to ponder where are leaders are and if they are free of outside influences.
I fear that it doesn't not look like all of them are.

To answer your questions:
Lady Lea Lenardi, daughter of the great architect Lenardi Bravichi, was married to Yrkanis in the year 2517. ((I won a graphic card on that trivia question :) ))
King Yrkanis is, ofcourse. But his power isn't absolute, he's in a delicate position. He's loyal to Jena, and so he can't just ignore the wishes of the Karavan. Though he did stop the persecution of Kamis, showing he's not blindly following them either. Then there's the rest of the Matis nobility, a lot of whom more radical than Yrkanis himself, whom he can't ignore either.

The declaration is most likely a compromise, the words of conquering put in to please the Karavan and the more traditional Matis. It doesn't sound like the king Yrkanis I've heard of. Make no mistake though, if Jena herself would order king Yrkanis to go to war with the Kami, he would follow.

Indeed, this does appear to be the case. The king is an old man, I'm sure even if he did want to take a path, he would not quite so able to at this point. Regardless, though, he will follow Jena's will without question.
