With close monitoring in CP, we've concluded this:
The % shows the amount of the guild's fame that is applied to the individual member. New members show 0 guild fame even when there is much more but quickly catch up to the rest of the guild as the % increases. So new members get no benefit from the guild fame. Members at 50% get 50% benefit and members at 100% (% goes away) get full benefit of the guild fame.
