I'm not so much for or against either one. What I don't like is PvE or PvP being reduced to strictly combat. I think both of these terms get equated with only combat too many times, both in people's minds as well as in the game mechanics itself.
I'd love to see more PvP and PvE action that was non-combat. For example, why not have a system where to take control of one of the "workshop" outposts, your crafters and harvesters have to work to craft a certain quota of items (PvE). Then, for another guild to take over the outpost, they have to beat your production level by 20% (PvP).
Likewise, for a diplomatic outpost, perhaps the initial requirement is to gain a certain number of fame points in a given time and for another guild to take over, they could do more missions in a given week than you did.
I'd love to see more non-combat options both for PvP and PvE.
But if you reduce it down to an only combat question, I guess PvE would be my strong choice.
