First i would suggest: try to lend another router. Just to be sure that the router is ok. This can save a lot of debugging time.
About the MTU.: Be sure that router an PC use the same one. Long time no debugging on windows. But ther migth be a tool or build in funtion to see and change the MTU.
Ask your ISP for the best to use MTU. Else try 1400, 1412, 1452.. How ever something *below* 1500
