Yes this is video driver related.

Two things to try:

1) update/reinstall your video drivers properly (download, remove, reboot, ignore 'found hardware' messages and then run the video installer.) Chances are that after a respawn the video is not reinitialised properly so some things go a bit haywaire.

2) tweak the Windows Display Adapter settings a bit. Try settings things to balanced, or performance instead of quality.
