quests on newbie island messed up?

I have issues on the Tryker starter islands with "delivery" quests.

For a start, many of them say "deliver x to (town) for (npc)" and the npc named in the title doesn't match the npc named in the description.

Secondly I often have trouble "handing" the quest onto its target npc. The item for "give item" is on the menu but doesn't fire, even when I am talking to the right person and carrying the right items, and have no other quests for that npc. To resolve the problem I have to delete all the quests I have going and delete all their resources and then go get those quests again and do them again and hope they work. Annoying enough that I'll probably not bother doing any other quests on newbie island.
