I thought that it wasn't the fact that Blind affected every level, but that it made the target 100% helpless and vulnerable to max damage attacks that made Blind so appealing. Please recall, Blind1 didn't land 100% of the time when used as a cast spell. Blind1 landed 100% of the time when people took advantage of the 'enchanted items always land their spells' dev mistake/exploit. It was resisted from item enchant just like when it was casted. 1) Spells cast by item enchantments never fail. I was told to 'read the description' on an enchanted item and , sure enough, the description said 'spells cast by enchantments always succeed' or something like that. I had never taken the time to read the complete description until then. Quite the eye-opener. Quite the dev mistake too.
2) Only a fool would cast a spell that had a chance to fail (i.e. casting with an amp) when they would get 100% success rate using an enchanted item.
These were not low-level n00b players. These were some of the higher level players on the server at the time.

I was just going off my own experience killing level 150+ mobs in the prime roots and lagoon of loria. My enchantments were resisted, not that the mob was immune, just resisted. At about the same rate as when I would spam cast (not bothering with linking, just recasting over and over) using a q30 amp with blind 1 (same as what was on my pike).
And I am still getting resists using enchantments post patch as well (using the root-50 option on level 50-60 mobs), just not as much as I would with fear.
I believe the 'always succeeded' refered to the fact you wouldn't fail in the casting (like you could casting it with an amp.)

I apologize if I didn't provide sufficient context for my conversation. The Region conversation started after I challenged someone who said that he had zero trouble killing Vicious Kipee in Matis lands using only Fear1. I countered that, as a mage since retail began, I still got resisted by Vicious Kipee plenty, even using Fear4. Other people swooped into the discussion, and the whole premise of this guy's argument was that Fear1, cast as an Item Emchantment, never failed. By never failed, he meant NEVER RESISTED. He never even got touched. After hearing all of the peoples' arguments, and reading the description on an enchanted item, I grudgingly admitted that they must be right. I'm not discounting your own personal experiences, I'm just telling it the way I heard it, and (afterwards, trying it out for myself) experienced it.

Couldn't vouch for fear on that case, it may truly have been un-resistable.
But as for blind1, it was quite resistable. At least that's what those critters, who hit for 850 at level 150ish in the roots, told me, just before I respawned.
But from what i've found post-patch. Sticking your max level root on your amp to cast as an enchantment works much better than fear. Less chance for adds, and less resisted (and lasts just as long, which is long enough to finish off most mobs you pull from 50m out, 2 fast cast nukes, pop enchant-root, 2-3 more nukes = easiest 2k+ xp i've ever earned).

Item enchantments pells did indeed get resists as when cast from an amp, and at same rate it would seem...
I used my Fear1-on-a-stick to get into the PR using the cast > run > cast ect on the bouncers... and i got resists about 5-10% of the times, seems to be a little less resists than with my blind1. it never linked tho, but i didnt need it to either

This "a spell never fails" doesn't refers to resists, but to spell casting failures.
Meaning if you cast from a enchantment you will never fail to cast the spell or get interupted doing so. The mob can resist it just like a normally cast spell, though. Got a resist with my fear1 enchantment countless times vs lvl 40-90 mobs prepatch.
