So when is this 'new patch' coming? Is this all that the patch is gonna be about?

That's not patch 2...

Basically the devs realize wut an absolute botching they did with Patch 1, and thus since they would like to keep their day jobs they are now gonna try to fix the harvesting situation. Whether this will reel those in who have unsubscribed remains to be seen.
This isn't "Patch 2" ...this is more of a stop the hemmorhaging resulting from Patch 1 fix.
