I regret to inform you that the days of full-on RP are well behind us. There are several guilds at least semi-RPing, usually during events which are at least more frequent than they used to be. =)
Don't get me wrong, the community is great for the most part, it has always been one of the jewels in Ryzom's crown, but yes, if you were hoping for full time RP I think you'll probably be disappointed these days... :/
As for servers, while the other servers may (possibly?) have a more active RP community you'd have to speak in their language as that is the main differential separating them. They are Arispotle, Aniro and Leanon, speaking English, French and German(respectively).

I hear the German server does indeed still have a solid roleplaying community. Pity it's of no use to anyone who doesn't speak German.
Roleplaying on the English server these days doesn't seem to go beyond events and forums, with the live roleplaying taking place in the events (mostly on weekends) and RP through forumposts filling up the gaps. There is a small group of us who keep this alive and who are quite content with this RPing. Specially because the official event team often joins in and they are quite good at it.
I find however that for most newcomers who come here in search of an RP-community, it is too slow-paced. They come here hoping to find a place where they can do live RP in direct chat with others on a daily basis whenever they log in. And they are invariably disappointed and never stick around long enough to accumulate into sufficient numbers to make such a community actually possible.

Another thought, it might also be there's a difference in concept; the RPing that is still here is very political, thanks to the events team's participation in it that makes player roleplaying actually interact with the world. We roleplay diplomacy between nations, reactions to world events, such things.
Now, I was here years ago when we still had the days of full-on RP. Back then, you *could* find people to do live RP with in direct chat on a daily basis, but the official events were not as interactive. Thus the roleplaying was very personal but mostly happened in a bubble, disconnected from the larger world. (Personal meaning it was more centered around the character's personal lives, rather than current RP where it's more centered around public lives.)
I assume what the RP was in Ryzom back then is more like the kind of RP you'd find in WoW too, so maybe the difference here is just too great. I enjoy the roleplaying on a grand scale myself, but I think maybe the personal RP in a bubble is what most people expect, as most of the newcomers looking for RP don't even try to participate in the political RP before they give up and leave again. Perhaps it is too daunting for them in addition to being too slow-paced.

Even a new player can enjoy player goverment role play. The Taliar meetings are open to all to watch and even ask questions. When the Nobles of Matis refused passage of the caravan of water to combat the drought in Fyros it was intresting to observe them have to ask for passage through the lakes to present a gift to the Zorai. It made for good theater. Also I know of many who rp their character as to having defined things that their toon will and won't do. Role play may not be full on hardcore as when certain guilds rped everything but it is still alive.
