I am sorry cybergh0st, I have say to no. I know you are trying to make a suggestion to help Ryzom, but I really don't believe it would work.
First: The language barrier, as much as it would be interesting to maybe learn another language (total immersion) it would be very difficult, do to different playing style. I have logged into the german server once, I had no idea what was happening. It was not all all enjoyable, everyone was very nice, don't get me wrong. But it just was to hard.
Second: As pointed out above, there is the outpost problem, there is enough problems now it would be a even bigger problem.
Have you ever had to help a player that doesn't speak English or understand it very well in game. It is total frustration on both sides. Many times they don't return.
Have you been in uni when someone greets a friend in their native language, it would take quite a adjustment. Plus the confusion would be to much.
It is good you are thinking of some way to save Ryzom, but merging servers is not it. Best thing to do is get out there drag you friends in and make them stay. That is one of the problems which I have a hard thing dealing with.
Players come in ask how is the population, or play a day, then leave, Sorry but in my mind then stay help the population it won't grow if you leave right away. Something I can't understand. If I logged into a game and I liked it but population was low, I would stay in at least to help population grow and drag my friends in to try it.
Atys is so big and beautiful, and we do have one of the greatest communities I have found in any game. But players and CSR's are the greatest. Which is one big feature in my mind to stay.
I am one of those that will be stay with Ryzom until the bitter end. I thank WG for bringing it back, and will do anything I can to get people to play and stay.

I have to explain my vote. I voted yes, probably the only veteran that agreed with Cyber.
But I know it will never happens, and It's fair to consider the most important problem, the language.
I'm sure if I had started the game in my native language, I would never change it with the english, considering that's not just the UI but the overall game: mats, names, maps, etc...
This is the only real obstacle, because, in my opinion, Outposts ownership and events could be rearranged in a single server.
Three Event Teams could just continue doing events using different meeting points with different chat channels, leaving the players the choice to join the preferred. The possible encounters with other people is not a real issue, at least it's the same as if the event meet in the world people not participating or not rping in any way.
About the outposts, well a reset would be a fair solution, giving players a good awake, considering they are high level content, a lot of outposts wars around the world would show a nice feature of the game to all the newbies wandering around.
I don't think people really would be upset because they lost an Outpost, but still can regain it. That could happens in their server. Anyway, maybe because i started the game when the Outposts where not yet introduced in the world, I would not be upset to lose my Outpost. I loved the game without, I can continue playing the game without them. Eventually I would prepare myself for a new period of good fights.

Of course, there is another solution to prevent a merge: having a dev team doing the right things to improve the population (i'm not sure the devs really want to improve the population, it seems they are happy with the actual situation on the french server, the only server they really care).

But I propose to implement the graveyards next to each capital with the number of tombstones equal to the amount of non active accounts (which were at least once paid, ofcourse).
And we can all gather at these graveyards, drink vodka and remember how good it was in the past, or how we leveled %random_skill% with the owner of this grave in 2005, or how owner of that tombstone presents me %random_item% in 2006.
Old blood is gone. And new blood do not need all of this.
