PayPal or not PayPal?

Looks like PayByCash doesn't accept PayPal for me.
Is it available to anyone at all?

The PayByCash page lists it for France, yet I got "Winch Gate choose not offer PayPal" when I fished around in the payment system.

Earlier today, PayPal was removed from the list of accepted payment methods. It was there last night, though.
