Neutrality is extremely diverse, as it is simply a container for everyone who isn't Kamist or Karavaneer, and even some who are to varying degrees (due to being unable to join a neutral guild if you've joined a faction in the game mechanics).
After Tryton went into the Roots, their presence did kind of evaporate.
