But having just received my invoice telling me that I'll be billed on the 23rd (same day as my original month expires) I have to wonder if there is some problem with getting the billing system to know what's what.

Nobody, as far as I know, is getting 2 free weeks. The free week is global to the Ryzom community. Anyone having a registered account prior to and including Oct. 15th will receive a free week. If you have already been billed, you will receive your week on the next billing cycle.
