
I think having "sides" is a good idea; and having to work up in faction fame is a good idea for getting preferential treatment, as in TP spots.
However, neutrals should be able to use anyone's TP ports, but may have to pay a lot more for it. Like health insurance, a faction can save you a lot of money, but you can still get health care if you are willing to pay for it even without insurance.
So, let neutrals use all TP's, with greatly expanded costs (50K or 100K per use). Or let neutrals run fame errands that lower the cost for one faction, and increase the cost for the other. Want to use the Kami port in FG? then:
- become a Kami and use it for cheap
- pay an arm and a leg to use it
- run some Kami fame missions, and use it for just an arm OR a leg

If you just ran some Kara fame missions (and are still neutral), then it will cost more to use the Kami port, or you have to run more Kami missions to lower the cost.
I like PvE much more than PvP, and I would also suggest that PvE "factions" be implemented. So a certain large tribe is a NPC faction, and you can have them remember you as a friend or an enemy.
