So you're not so much wanting a emperor as a War Chief; someone who tries to organise everything in a concerted effort to defend our country? Guild leaders do that.
The war that you speak of, I hope, relates to the Kitins. If so, unless there are portents of an invasion beforehand, surely the person that is available that most people respect. Endasil fulfilled that role for us Matis when we needed it (thanks to him for that) but, as previosly stated, why is there a need for a position for this role?
Ad hoc leaders take their positions as and when needed. And they have already been appointed, by their guilds or by taking the time and effort to create their own.
I will follow no king, emperor, grand vizier or other grand leader. Previously that has led to war and not with the common enemy.
Of course, my home pc has just fried itself so it would be tough for me to follow anyone. Downtime peeps.

Right on the money. No need to feed the ego fire any higher than it is already.
Leadership among the guilds and alliances would be sufficient to tackle any task as long and TEAM WORK was infused in play.
