From the looks of the message it may be that you have video driver problems.
Here is something to try.
- Upgrade to DirectX 9c if you haven't already
- Get the latest drivers from ATI or from manufacturer
- Remove all old video drivers and related stuff using the Control Panel and Add/Remove Programs
- Remove the display adapter from the Hardware Device List
- Reboot your system now
- Ignore the 'Found New Hardware' messages
- Then run the video driver installer

If you happen to read your post again can you reply if reinstalling drivers worked, it does point to your dx needing updated or reinstalled, but.. but, its an interesting error report. If nothings worked or if you did something to fix it, can you post here. It may be of use to someone else.
