Is it possible to wear/wield the weapons and armor of another race, and do these items retain their racial skins even if being used by a player of another race? Or are all the armor and weapon pieces icon-generic until placed on your character, then take only the skin allowed by that player race?

The skins stay. If you wear "Tryker Heavy Armor", then it is "Tryker Heavy Armor" - no matter if the one who wears it comes from.

I plan on mixing tryker heavy armor with a matis helm, it would look really cool and unique.
