Getting rid of Jolt is pretty much the final nail in the coffin with Phelan's IRC chat answers, or lack thereof, being the first clod of earth being shoveled down on top. The CSRs and the state of the community are symbiotic and are the two things that Ryzom consistently had head and shoulders above ...

This is a false economy.
Ryzom rests upon its community and its CSR support - the things you can rely o when other things don't work. These two are inexorably linked, removing the CSRs removes one pillar completely and severely damages the other. Then you have no game left to speak of.
