Unlike other MMORPGs, the seasons actually do change in Ryzom. We have now passed into winter on Atys. So, snow on the ground is normal.

Don't think this is a bug. Up until level 10, you should have noticed that the Source type (Its a number that appears in the sys info window) was something like 11, 14, 15. Once you go past level 10, you are assumed to have enough skill to deal with "real" source types (ie. 0-5). These have a much ...
